6 Tips for Writing a Great Professional Development and Training Request

1. base your justification around something tangible.

Employers are far more likely to approve and pay for professional development and training when it’s in response to something tangible. For example, were you told to improve your leadership skills in a recent performance review? Are you dealing with an ongoing issue or mistake ? Is there an imminent change or disruption in your industry? If so, use it to justify your professional development and training request. State something like, “As you know…” or “As you have told me…” and then follow it up with, “In light of this, I propose…”

2. Cite Case Studies and Testimonials to Support Your Selection

Did you know that 88% of consumers say reviews influence their online purchasing decisions? Or that 72% of consumers say positive testimonials and reviews increase their trust in a business? One way to strengthen your professional development and training request letter is to cite a great testimonial, review, or case study. Doing this not only gives your employer a sense of the credibility of the training and the provider you selected, but it also reassures them that you have done your due diligence and put thought into your request.

3. Circle Back to Your Company’s Core Values

It is quite common for companies to include continuous improvement or learning among their core values. For example, “We believe in investing in life-long learning” is written directly in HubSpot’s Culture Code , for not only employees but the world to see. If your company has something similar, you may cite it in your request for professional development and training to round out your justification. Say something like, “Not only is this opportunity closely aligned with my own commitment to my development, but with our company’s core value of learning as well.”

4. Prempetively Get More Information

One way to strengthen your professional development and training request is to preemptively ask the provider for more information, such as an in-depth program agenda, or to get answers to questions you have, or questions you think your employer may have. When you do this, you may also find out the provider offers incentives like group discounts or additional services like assessments, which can be appealing to some employers.

5. If Your Request Gets Rejected, Reformulate It and Try Again

Say your request for professional development and training gets rejected. Instead of immediately letting it go, consider the rationale you were given. Depending on what that rationale is, you may just need to reformulate your original plan. For example, it is not uncommon for employers to reject a request of this nature given the timing. If this is the case, you may be able to try representing it with a new date or timeline that is farther in the future.

6. Ask Your Provider for Support

Last but certainly not least, you can always turn to your chosen professional development and training provider for additional support. It is likely they have additional resources and documents prepared for this exact reason! You can also ask if they would be willing to speak with your employer and provide them with additional information to more in-depth questions. When you apply for a mortgage, the lender will review information such as your credit history, employment, income, assets, investments, and outstanding debts. But your financial statements, credit report, and tax returns don’t always tell the full story about your financial situation.

A letter of explanation helps clarify any information that might give a lender pause. Learn more about when you might need a letter of explanation for a mortgage application and how to write the letter.

A letter of explanation, sometimes referred to as an LOX or LOE by mortgage underwriters, is similar to a cover letter for a job application. Just as a cover letter expands on the details in your resume, a mortgage letter of explanation further explains your financial documents. For example, you might need to explain that last year’s income wasn’t typical because you took a sabbatical, or that you missed a payment due to a healthcare emergency.  

“A letter of explanation is not a standard or defaulted requirement for a mortgage application,” said Shmuel Shayowitz, president and chief lending officer at Approved Funding, a licensed mortgage bank and direct lender. However, your mortgage lender may request one if your financial information needs clarification. If you’re applying for a government-backed loan, the agency that insures the loan may also require a letter of explanation in certain situations. 

Even if it’s not required, it can’t hurt to include a letter of explanation with your mortgage application. “The default for some processors and underwriters is to assume the worst or to err on the side of caution when something is unclear or complicated,” Shayowitz said. “Being proactive with explanation letters can go a long way in helping a loan processor and mortgage underwriter understand something that might be confusing.”

In particular, the following situations merit the inclusion of a letter of explanation. 

Erratic Income or Gaps in Employment

Most lenders look for a consistent and reliable income that ensures you can keep up with your mortgage payments. If you were unemployed or did not receive income for more than a month over the last two years, you should include a letter of explanation that details the reason you weren’t working, such as:

  • Childbirth or caring for another family member
  • Pursuing further education
  • Being laid off
  • Being self-employed or working in a seasonal industry
  • Going out of business or downsizing

If you were able to make regular payments on your debts and support yourself with savings during that time, be sure to mention that in the letter.

Issues on Your Credit Report

If your credit report shows red flags, like missed payments or defaults, bankruptcies , or foreclosures , it’s essential to include a letter of explanation noting what happened and why it’s not likely to reoccur. You’ll also want to include the date of the event, the name of your creditor, and the account number associated with the delinquent debt.

No Rental or Mortgage Payment History

If you have been living with a friend or family member rather than making monthly housing payments for your own place, the homeowner you live with will need to write a letter of explanation. The homeowner should explain that they haven’t charged you rent and include the dates you lived on their property before signing the letter. 

Profits or Losses From Farming

If you filed Schedule F with your tax return because you earned or lost income from a farm property, you’re required to include a letter of explanation. Include the address of the farm and clearly state that it is not located on the property you’re buying with the mortgage. 

Large Deposits or Withdrawals

If you received a large deposit to your bank account, the lender might think you accepted a gift or a loan from a family member and wonder if your income is sufficient without additional help. A large withdrawal may also indicate to the lender that you’re having financial troubles. There are other reasons for large bank transactions, however. For example, you may have received a bonus from your employer, liquidated investments at an opportune time, or withdrawn funds for a home renovation. Include a letter of explanation that shows why the atypical transaction occurred. 

Possible Occupancy Questions

Lenders underwrite vacation homes and investment properties differently from primary residences. It’s illegal to misrepresent your occupancy intentions. If you’re applying for a primary residence mortgage for a property located far from your employer, or if you’re applying for a second home mortgage for a property in close proximity to your primary residence, the lender may think you intend to use it as a rental property. 

If you think the lender may have questions about how you intend to use the property, include a letter of explanation.  

Address Discrepancies

If any of your documents show a different address, you should include a letter of explanation with a reason for the discrepancy to assure the lender you’re not a victim of identity theft.  

“Your explanation letter should be specific, precise, and well-communicated,” said Shayowitz. Avoid general statements about your ability to manage your finances and speak to a specific issue. 

For example, if you missed a payment, explain why it happened, point to your otherwise positive payment history, and state when you brought your account back up to date. A statement like “I make every effort to stay on top of my payments” is too vague because it won’t provide the lender with the details they need to make an approval decision. 

You may need to attach supporting documentation as well. For example, if you’re buying a home far away from work, you might want to include a letter from your employer that shows your remote work arrangement. If you took out a large withdrawal to pay for landscaping in order to prep your home for sale, include a receipt from the landscaping company. If you missed a payment due to being hospitalized, include medical records. 

You’ll also want to include the following elements:

  • Your name, address, and phone number
  • The lender’s name, address, and phone number
  • The mortgage application number
  • Your explanation, which should refer to the attached documents that support it
  • Your signature and the date

How Do You Start a Letter of Explanation?

At the top of the letter, include the date, the name of the lender, the lender’s address, and your loan application number. In the next line, write “Re: (Your Name)’s Mortgage Application.” Address the letter to “To Whom It May Concern,” and note which issue you are addressing in the first sentence. 

What If Your Mortgage Letter of Explanation Is Rejected?

If your letter of explanation is rejected, you have a few options. If the information you provided wasn’t sufficient, you can write a more detailed letter and include supporting documentation. You can also try applying for a mortgage from a different lender. If you’re struggling to get approved , you may need to resolve whatever problem you’re explaining in the letter before trying again. 

How Long Should a Letter of Explanation Be?

A letter of explanation only needs to be long enough to convey the details of the issue you’re explaining. For example, if you missed a payment, you should include the date of the missed payment, the reason you missed it, and how you’ve remedied or plan to remedy the issue. A few sentences may suffice, or your letter may run longer if it’s a complex situation and you need to reference supporting documents. 

Is a Letter of Explanation Necessary?

A letter of explanation is not always necessary. If there are no red flags in your financial history, you may be approved without a letter of explanation. But if there are issues that might raise concerns, you’ll want to include a letter of explanation. You’ll also need to write a letter of explanation if the lender requests one, or if it’s required by the government agency backing the mortgage. For example, for all FHA-approved mortgages , the Department of Housing and Urban Development (HUD) requires a letter of explanation from borrowers who have collection accounts or judgments.

A good letter will address the specific issues and explain why they are not likely to reoccur. NIH has made significant investments to develop, implement, assess and disseminate innovative, effective approaches to  research training and mentoring and to prepare trainees for a variety of  career paths in the biomedical research workforce. Additionally, NIH established the  UNITE initiative to identify structural barriers and promote equity in the NIH-supported biomedical research ecosystem. Through these initiatives, the research community has identified the need for:

  • Broader outreach activities to foster awareness of research training opportunities for potential trainees from all backgrounds, including individuals from  underrepresented groups ,
  • Targeted recruitment activities to diversify training program applicant pools, and
  • Increased mentorship opportunities to facilitate trainee success (see  Re-envisioning NIH Supported Postdoctoral Training ;  UNITE Listening Sessions )

NIH will leverage the lessons of these initiatives to enhance institutional research training programs, including by enhancing opportunities to strengthen mentor training.

Applicability:

The updates will apply to applications that use the following activity codes:

  • Institutional Training – T series, e.g., T15, T32, T34, T35, T37, T90/R90, TL1, TL4
  • International Institutional Training – D43, D71, U2R
  • Institutional Career Development – K12, KL2

Application Updates

The updates to NIH Institutional Training Grant Applications include three key changes:

  • The Recruitment Plan to Enhance Diversity will be its own attachment in the PHS 398 Research Training Program Plan Form.
  • Mentor training expectations will be more clearly defined in the parent T32 Notice of Funding Opportunity (NOFO).
  • Institutional Training data tables will be updated to reduce burden and promote consistent information collection across training programs.

Updates to PHS 398 Research Training Program Plan Form

The “Recruitment Plan to Enhance Diversity” will be moved from being nested within the Program Plan attachment to being a separate attachment within the  PHS 398 Research Training Plan Form . The Recruitment Plan to Enhance Diversity Attachment will:

  • Continue to be required for all training grant activity codes except U2R, and all D-series activity codes.
  • Have a three-page limit, consistent with the page limits for “Plan for Instruction in the Responsible Conduct of Research” and “Plan for Instruction in Methods for Enhancing Reproducibility.”

Defining Mentor Training Expectations in Training Programs

The Parent T32 NOFO will incorporate new language outlining expectations for mentor training and oversight into the program considerations, application instructions, and review criteria.

Programs should consider the following, in addition to other evidence-informed curricula, as potential mentor training components and are encouraged to adapt to program and trainee needs:

  • Aligning expectations
  • Maintaining effective communication
  • Fostering independence
  • Assessing scholars’ understanding of scientific research
  • Enhancing professional development
  • Addressing equity and inclusion
  • Articulating your mentoring philosophy and plan

Reviewers will assess the mentor training expectations included in the application.

Updates to Data Tables

Institutional Training data tables will be updated to reduce burden, focus on trainee outcomes, and promote consistent information collection across training programs. For example:

  • Tables 1 and 2: Applicants will be expected to provide data only for the training stage(s) reflected in the proposed program.
  • Table 5 (Publications of Those in Training) will be reorganized so that the first column is the trainee (instead of the faculty member), and applicants will be allowed to include  interim research products to which the trainee contributed.
  • Table 6 (Applicants, Entrants, and their Characteristics for the Past Five Years) will no longer ask for trainee characteristics related to prior academic and research experience.
  • Table 8 (Program Outcomes: Predoctoral and Postdoctoral)   will no longer include Part II “Those Clearly Associated with the Training Grant.”

Peer Review Updates

Institutional training awards will retain the five scored review criteria.  For example, for Training Grants (Ts), reviewers will continue to score Training Program and Environment, Training Program Director(s)/Principal Investigator(s), Preceptors/Mentors, Trainees, and Training Record when determining the overall impact score.   

NIH will now include “Training in the Responsible Conduct of Research” and “Recruitment Plan to Enhance Diversity” as items that contribute to the overall impact score.  These items will move from “Additional Review Considerations” and will be included as “Additional Review Criteria.”  As such reviewers will evaluate the “Training in the Responsible Conduct of Research” and the “Recruitment Plan to Enhance Diversity” while determining scientific and technical merit, and in providing an overall impact score.

How to Apply for CERT Certification

The CERT application is easy! We just need to know about your business to verify that it is small and engages in the business practices it is advertised to do. This makes sure that government partners and others looking for small businesses can find you. 

Here is a step-by-step guide.

Look up your NAICS code

First, find your company’s North American Industry Code. You will need this six-digit number to determine if your business is eligible for CERT. (Your NAICS code is handy to know for other applications, too.) 

Check eligibility for CERT

Make sure your business is eligible for the CERT program. To qualify, your company must be:  

  • a small business by revenue, 
  • majority owned by a U.S. citizen or permanent resident, 
  • based principally in the 15-county Twin Cities metro area (shown above), 
  • in business for at least one year ( or with other documentation), 
  • not a broker, manufacturer’s representative, or franchisee, and
  • not dominant in its field of operation. 

If you’d like, your certification can also indicate if your company is majority owned by a woman, an Asian-American or Pacific Islander, a Native American, an African-American, or a Hispanic person.

Assemble electronic versions of the documents you will need ahead of time. You will need:

  • A résumé and statement of job duties for each owner, officer, or manager.
  • Proof of income. You will need documents which show the yearly gross income of the company using tax returns or other documentation.
  • IRS Form W-9. You can get this form from the IRS website .
  • State business filings. You will need documents filed with the state legally recognizing your company as a business entity, like corporate articles of organization or an LLC’s operating agreement. You can find them by searching the directories of Minnesota business filings or Wisconsin corporate records . 
  • You may need other business documents that show how your company operates, like corporate minutes, bylaws, or ownership agreements.

During the application process, you will also be asked to download, sign, and submit two other documents: a New Application Attestation and a Tennessen Warning Notice .

More than a million borrowers who were defrauded by for-profit schools have had billions of dollars in federal student loans eliminated through a government aid program. But people with private loans have generally been excluded from any relief — until recently.

Navient, a large owner of private student loan debt, has created, but not publicized, a program that allows borrowers to apply to have their loans forgiven. Some who succeeded have jubilantly shared their stories in chat groups and other forums.

“I cried, a lot,” said Danielle Maynard, who recently received notice from Navient that nearly $40,000 in private loans she owed for her studies at the New England Institute of Art in Brookline, Mass., would be wiped out.

Navient, based in Wilmington, Del., has not publicized the discharge program that helped Ms. Maynard. Other borrowers have complained on social media about difficulties getting an application form. When asked about the program and the criticisms, a company spokesman said, “Borrowers may contact us at any time, and our advocates can assist.”

So a nonprofit group of lawyers has stepped in to ease the process: On Thursday, the Project on Predatory Student Lending , an advocacy group in Boston, published Navient’s application form and an instruction guide for borrowers with private loans who are seeking relief on the grounds that their school lied to them.

“We want to level the playing field and let people know, instead of having it be this closely held secret,” said Eileen Connor, the group’s director.

Senator Elizabeth Warren, Democrat of Massachusetts, and eight Senate colleagues sent Navient a letter last month with a lengthy list of questions about the program. Navient responded, but did not directly address many of the senators’ questions.

Navient’s new program — which it calls a “school misconduct discharge” — is something of a private parallel to a federal program known as “ borrower defense to repayment ,” which allows those who were seriously misled by their schools to have their federal student loans eliminated. Under President Biden, the Education Department revived the relief program and used it to cancel nearly $30 billion in debt owed by 1.6 million borrowers.

The Project on Student Predatory Lending backed a class-action lawsuit against the government that led to a 2022 settlement under which nearly 200,000 borrowers had their federal student debts eliminated. Ms. Maynard, who is 34, shed $38,000 in federal loans through that deal.

But she, like many borrowers, remained mired in private student loans. Ms. Maynard paid $700 a month to Navient for more than a decade for her private loans.

For nearly a decade, in the early 2000s, Navient — then known as Sallie Mae — struck deals with for-profit schools to issue private loans to their students. Lawsuits from state attorneys general later accused Navient of making those loans knowing that most would never be repaid . Many schools indemnified Navient for the private loans, agreeing to defray the company’s loss if the loans defaulted.

In 2022, Navient settled with 40 state attorneys general and canceled $1.7 billion in debt on those private loans — but only for borrowers who had already defaulted. Because those debts were unlikely to ever be repaid, the deal cost Navient only $50 million, the company said in regulatory filings. Borrowers who had kept paying their bills, like Ms. Maynard, remained stuck.

But a pressure campaign from lawmakers, federal regulators and lawyers representing borrowers prompted the company to create the “school misconduct discharge.”

Navient began sending a 12-page application form this year to some borrowers who complained about their private loans. The document lists dozens of types of impropriety by schools — such as inflating job placement rates and graduates’ earnings, or misrepresenting their educational programs — and asks borrowers to choose which apply to their experience. Applicants are required to submit documentation for their claims.

After Ms. Maynard’s federal loans were eliminated last year, she stopped making payments on her private loans and called Navient, seeking relief options.

A few months ago, Navient sent her its misconduct discharge form. Weeks later, she received the notice that her application had been approved.

The senators’ letter to Navient called its private loan discharge process “burdensome and confusing.” It also asserted a legal basis for borrowers’ claims that their loans should be canceled: the so-called holder-in-due-course rule, a 1975 regulation by the Federal Trade Commission that lets those who use certain types of loans contest the debt if the goods they bought were fraudulent.

The response that Navient sent the senators acknowledged the rule as a ground for claims. “We are committed to canceling all loans that meet the Holder Rule criteria,” Navient’s chief executive, David Yowan, wrote in the letter, which was reviewed by The New York Times.

The letter said Navient had discharged “some” loans for borrowers who raised claims under the rule, and had “recently introduced an enhanced process for borrowers to seek discharge,” which it described as “still in its early stages.”

Mr. Yowan told investors on a conference call in January that Navient had put $35 million in reserve for losses on school-misconduct claims. He cited “new regulatory expectations” as the reason. Navient has not disclosed how much of its $16.6 billion private student loan portfolio consists of loans that could be eligible for the debt cancellation program.

Senator Warren said in a written statement this week, “Navient has admitted responsibility for canceling their predatory loans but set up a process for cancellation that’s impossibly confusing for borrowers.”

Some trying to navigate the process have already failed.

Thomas Jean-Mastej had his federal loans for studies at American InterContinental University — a school cited by the Federal Trade Commission for deceptive recruiting tactics — canceled through the borrower defense program. In March, he filed a complaint with the Consumer Financial Protection Bureau about his private loans.

Navient responded by sending him the school misconduct discharge application form, which he submitted in mid-April. On May 10, he received a denial notice. It said Navient “carefully considers a variety of factors in determining whether a private loan should be discharged” but did not specify why his claim was rejected.

Mr. Jean-Mastej said he had hoped Navient “would have some compassion” — especially since he has, over the years, already repaid the company nearly $17,000 for a loan of just less than $7,000. He still owes almost $4,000.

Scores of others are in limbo, awaiting a response. Thomas Carter learned about Navient’s program on a Reddit forum . Following the steps recommended there, he filed a consumer bureau complaint, then received an application form from Navient. He sent it in three weeks ago.

“My thoughts were, like, why is this such a secret?” said Mr. Carter, who attended the Art Institute of York, in Pennsylvania. “You had to go through all these hoops to get the application.”
