Intended outcomes and role of partnerships.

The Olympic Games are no longer regarded only as a sporting event; nowadays they are strongly tied to the world of politics, economy and even international relations. This paper is aimed at assessing the intended outcomes of Summer Olympics which are going to be held in London in 2012.

Furthermore, we need to explain how different partnerships have helped in achieving them. Overall, a country that bids to host this event intends to attain some of these objectives: 1) to increase the international awareness about the city, 2) to improve the infrastructure of urban areas, 3) to gain international prestige; 4) to promote sports participation and healthy way of life; 5) to create employment opportunities for people (Preuss, 2004, p 286; Toohey & Veal 2007).

The goals set by the UK government are very much similar to these objectives. In the future, this sporting event can avail a great number of people but it is possible only if different governmental and non-governmental organization work closely on this task. Lastly, the expected outcomes can be attained only if there are well-developed strategies which would regulate the actions of different participants.

Increased participation in sports

According to the Department for Culture, Media, and Sport (2007), this sporting event may perform the following tasks: 1) to turn the United Kingdom a “world-leading sporting nation”, 2) to transform “the heart of East London”, 3) to encourage volunteering and physical activity among young people; 4) to promote sustainable living and eco-friendly urban planning; 5) to attract both tourists, entrepreneurs and investors to the country (DCMS, 2007, p 1). Apart from that, 2012 Summer Olympics are expected to create at least 3.000 jobs, yet this claim is often disputed (Samuel, 2005, unpaged). These goals closely resemble those ones which were identified in the introduction.

The primary outcome is to make the United Kingdom a “world-leading sporting nation” (DCMS, 2007, p 1). There is no point in denying the fact that 2012 Summer Olympics will provide a powerful incentive for young people to go in for sports.

Moreover, it is quite probable that many of these people will achieve considerable successes in this field. However, it does not realistic that these Olympic Games will enable the country to achieve this goal in no time. Besides, it is not quite clear how one prove that a certain country is a “world-leading sporting nation”. We do not kind of statistical data can substantiate this claim; for instance, this outcome can be measured by the number of people who go in for sports.

One may also focus on the results of the UK athletes in international competitions. Thus, it is quite possible to argue that there is no specific standard by which this outcome can be assessed. These Olympic Games are also expected to encourage volunteering and physical activity among younger generation. In this case, the results are more or less measurable, since one can obtain statistical information about the number of people who help voluntary organizations. However, one cannot determine accurately how many people go into sports.

Again, those individual, who postulated the expected outcomes, did not specify the steps should be taken in order to attract more people to sports. Certainly, a part of 2012 Summer Olympics will be numerous sport venues. Yet, one should first provide an incentive to children or adolescents to go to these facilities; otherwise they will become the so-called “white elephants” or very expensive possessions which are of no use for the owner (Poyntner & MacRury, 2009, p 135).

At this point several governmental and non-governmental organizations have already taken some steps to achieve these objectives. For instance, we can speak about such agencies as the Olympic Delivery Authority (ODA) and Legacy Trust.

ODA is a governmental committee which is controlled by the Department for Culture, Media, and Sport; it is primarily responsible for ensuring that the venues and infrastructure left this event will be utilized to their full capacity. In turn, Legacy Trust UK is a charitable non-governmental organization which supports a variety of sporting activities among children and adolescents (Legacy Trust UK, 2011, unpaged).

Legacy Trust UK has already contributed £6 million to hold multi-sport events for athletes of school age (Legacy Trust UK, 2011, unpaged). At this point, these agencies work together, and this cooperation may greatly promote participation in sports. This partnership can greatly avail both professional athletes and people who are interested in sports. Furthermore, we need to mention such organization as Youth Sport Trust; it was founded long before 2012 Summer Olympics.

This organization received funding from DCMS and Legacy Trust in order to conduct UK School Games (Youth Sport Trust, 2011, unpaged). Legacy Trust and Youth Sport Trust work together with local governments and schools. Many of its programs are specifically tailored for the needs of small towns. For instance, in the North West Legacy Trust has established more than one hundred partnership with local schools to organize sports competition for students living in this area (Youth Sport Trust, 2011, unpaged).

At the moment, more than 12.000 have taken part in this community games and for many of these people such games is a form of social inclusion (Youth Sport Trust, 2011, unpaged). This case illustrates that it is quite possible to achieve good results through close cooperation of governmental and non-governmental organizations.

These Olympic Games are expected to make sport an inseparable part of social life, but this task requires immense shift in public opinion and without it grand-scale sporting events can be of no use. Other countries have already encountered such problems, for instance, South Africa.

The stadiums which were built for the World Cup are not utilized to their full capacity, and their return on investment proved to be very low. Overall, this objective of the government is quite reasonable but they have not outlined their future polices and they still have to determine how to make the best use of infrastructure and sports venues. This is one of the most important questions that need to be resolved.

Economic and infrastructural benefits of 2012 Summer Olympics

Apart from that, 2012 Summer Olympics are aimed at changing the life of East London which is often viewed as the most economically-depressed area of the capital. Again, one cannot say that this claim is not substantiated because this project will give rise to numerous sports venues, and new jobs for people who work at these facilities. In addition to that, the Olympic village can be transformed into affordable housing for people.

So, from this point of view, the benefits of this sporting event are quite palpable. Nonetheless, we do not know whether this event will make East London more attractive from perspective. Overall, this objective appears to be more realistic and measurable. Still, one should not overlook the fact that the government has yet to propose any specific strategies that may help to attain these goals. The thing is that without specific action plan and schedule the intended outcomes of the Olympic Games may not come into being.

Furthermore, one has to discuss the economic benefits of 2012 Summer Olympics. A considerable income will be derived from ticketing but this income was not the main rationale for bidding to hold this sporting event. Again, we need to talk about close partnership of Legacy Trust and the Olympic Delivery Authority.

Many volunteers of Legacy Trust have already distributed a great number of tickets across the country (Legacy Trust, 2011, unpaged). This example shows how the partnership of public organizations can help the country in achieving economic objectives.

The main intended outcome is the creation of employment opportunities for people. As it has been said before, this claim is heavily disputed. It is believed that that approximately 11.000.000 Londoners will manage to find new jobs as a result of 2012 Summer Olympics (Samuel, 2005, unpaged). Yet, it is very difficult to determine how many of these people will retain these jobs after the Olympic Games.

Another important objective is effective utilization of infrastructure left after 2012 Summer Olympics. Several organizations contribute to the achievement of this goal. We need to speak about the role of London Development Agency.

This institution will be responsible for the transformation of Olympic village into housing that would be affordable to people. At this point, LDA works with Olympic Delivery Authority. On the whole, the main task of LDA is to make sure that the infrastructure left after 2012 Summer Olympics will benefits Londoners and the visitors of this city (LDA, 2011, unpaged).

This case illustrates the idea that investment into Olympic Games can offer reasonable return if the infrastructure is managed effectively. At least, in this case, these facilities will not be maintained at the expense of the country’s citizens. This is one of the most essential tasks that that the government has to perform, otherwise the sports venues will become very costly possession.

On the basis of this discussion, we can argue that 2012 Summer Olympics may have significant ramifications for social and economic life of London and the United Kingdom, in general.

They can benefit different layers of society but many of the objectives set by the government are not specific and measurable. Most importantly, there are not specific strategies that would accurately describe the future use of sports venues. This is probably the most important reason why the government’s initiative to bid for this event was criticized and is criticized.

Yet, we have to stress the point at these partnership do not fully contribute to the achievement of the intended outcomes. Of course, they promote participation in sports and effective utilization of infrastructure.

For instance, the sports venues built for this sporting event can greatly avail both professional and amateur athletes with physical disabilities. Yet, very little is being said about their ability to benefit from this legacy. Apart from that, economic goals of 2012 Summer Olympics can hardly be achieved without active participation of private companies.

They can play a very important role in the creation of jobs for Londoners. Again, at this point they are not actively involved. Without their participation it will be very difficult to retain a great number of jobs which are available to them now. Overall, close cooperation of governmental and non-governmental organizations is indispensible for the effective utilization of infrastructural legacy left by 2012 Summer Olympics.

This discussion indicates that sporting events such as Olympic Games can produce beneficial effects on the life of society. The major task of governmental and non-governmental organizations is to ensure that the infrastructure is used to its full capacity.

Sports venues must bring revenue and serve the community; otherwise they will inevitable become the so-called white elephants which cannot be maintained properly. In this paper, we have outlined the intended outcomes of 2012 Summer Olympics, some of them may appear to be slightly unrealistic and vague, for instance, making the UK “a world-leading sports nation”, while some of them are not fully measurable. At this point, several governmental and non-governmental agencies work together to achieve these objectives.

Yet, it should be noted that private companies do not take an active part in this process and it is not clear how they can avail from this sporting event. This question is one of the most crucial ones since it is related to job creation and job retention. Finally, as we have stated several times in the previous sections, effective utilization of sporting facility and infrastructure is hardly possible without detailed implementation plan and it is currently lacking.

Fake News Reports and Videos Seek to Undermine the Paris Olympics

Russian propagandists are spoofing broadcasters and mimicking French and U.S. intelligence agencies to stoke fear about security at the Games.

Julian E. Barnes, who covers U.S. intelligence agencies, and Steven Lee Myers, who covers misinformation, have been reporting on Russian efforts to influence the 2024 presidential election.

With its athletes barred from competing in the Summer Olympics under the country’s flag, Russia has turned its fury on the Games and this year’s host, Paris.

Russian propagandists have created an hourlong documentary, spoofed news reports and even mimicked French and American intelligence agencies to issue fake warnings urging people to avoid the Games, according to a report released on Sunday by Microsoft.

The report details the disinformation campaign created by a group the company calls Storm-1679. The campaign appears to have accelerated since March, flooding social media with short videos raising alarms about possible terrorist attacks and stoking fears about safety.

The operation, while aimed at the Games, is using various techniques to spread disinformation that could also be employed in European and U.S. elections.

American and French officials have tracked the campaign. One American official said that Russian disinformation, spread by the Kremlin via social media, continued to threaten the security of the United States and its allies.

The group has also tried to goad fact checkers into examining its claims, hoping to use the attention to spread the disinformation to new audiences as it is called out.

For months, French officials have focused on the ways Russia could seek to undermine the Games. Hackers affiliated with Russian intelligence disrupted the opening ceremony of the 2018 Winter Olympics in South Korea, and French officials are preparing for more cyberattacks this year.

France raised its terrorism warning level after an Islamic State attack in Moscow in March and threats against high-profile soccer matches in Paris. France also has increased security for the Olympics. Neither French nor American officials are warning people to stay away from the Games, but the Russian disinformation campaign is designed to scare people into doing just that.

Researchers at Microsoft and U.S. government officials have identified a number of groups affiliated with the Kremlin that are spreading disinformation aimed at Europe and the United States.

Some are directed by aides to President Vladimir V. Putin of Russia. Others are affiliated with Russian intelligence. Some hide behind fake nonprofit groups. Others are veterans of the Internet Research Agency, a St. Petersburg troll farm that spread election propaganda in 2016. The agency was run by Yevgeny Prigozhin, the founder of a mercenary group who led a rebellion against the Kremlin and then was killed in a plane crash last year.

Storm-1679 appears separate from those efforts, according to Microsoft. The group’s disinformation is aligned with Kremlin propaganda, but few specifics about it are known.

Bellingcat, a research group that uses publicly available data to conduct open source investigations, has been targeted by disinformation videos and has watched the campaign unfold. Eliot Higgins, the founder of Bellingcat, says his group has not established whether Storm-1679 is backed by the Russian government or is independent.

“It could be Prigozhin 2.0 doing work for the Kremlin, or an over-imaginative pro-Russian blogger doing it for kicks; we just don’t know at this point,” Mr. Higgins said.

The work began in earnest last summer with the release of a fake documentary about the International Olympic Committee, expropriating Netflix’s logo and using an A.I.-powered voice impersonating Tom Cruise. The committee succeeded in having the video — a spoof of the 2013 film “Olympus Has Fallen” — removed from YouTube. The attacks have continued , though, with persistent efforts to discredit its leadership, the committee said in March, citing a campaign that used fake recordings of what purported to be telephone calls by officials of the African Union on behalf of Russia.

The group known as Storm-1679 now appears to be making shorter videos that are easier to create. It used to focus on disparaging Ukrainian refugees in the West, but after President Emmanuel Macron of France began to publicly consider sending French troops to Ukraine, it shifted to the Olympics.

Microsoft estimates that Storm-1679 produces three to eight faked videos a week, in English and French, with many impersonating the BBC, Al Jazeera and other broadcasters. The group appears to respond quickly to news events, like protests in New Caledonia, a French territory in the Pacific. Others focus on the prospect of a terrorist attack in Paris.

Most of the videos pretending to be from the C.I.A. and French intelligence are relatively simple. They are unlike anything the C.I.A. has actually produced, but to unsuspecting readers online, they could appear legitimate, using the agency’s logo and stark white-on-black typography.

“They are trying to cultivate an anticipation of violence,” Clint Watts, the head of Microsoft’s Digital Threat Analysis Center, said of the group behind the fake posts. “They want people to be fearful of going to the Olympics.”

A C.I.A. spokesman said a video that circulated online in February purporting to be a warning from the agency warning of terrorist attacks during the Games was a fabrication.

In February, Viginum, the government agency in France that combats disinformation online, identified the fake C.I.A. video as part of a campaign it called Matryoshka, after the nesting dolls that are popular in Russia.

The campaign was also responsible for fake videos about the domestic French intelligence agency, the French government said. A person briefed on the French investigation, speaking on condition of anonymity to discuss sensitive intelligence assessments, said that Viginum and the French Foreign Ministry were quickly identifying the Russian disinformation from the group aimed at undermining the Olympics.

French officials and Microsoft say one of the group’s tactics appears to be trying to get the attention of fact-checking organizations.

“Normally, when Storm-1679 posts content on Telegram, it circulates there for a day or two and then goes away,” Mr. Watts said. “The content doesn’t normally travel from one platform to another, but when their false content is fact-checked by accounts with a large following, the content gets far more views and in front of new and different audiences.”

Mr. Higgins said if baiting fact-checkers was part of the group’s strategy, it did not appear to be an effective one. Bellingcat, he said, is aware that reporting on disinformation can draw attention to the propaganda, and that is factored in when his organization fact-checks videos.

“It doesn’t appear that their messages are getting amplified,” Mr. Higgins said. “Even among the usual circles who lap up Russian disinformation, we don’t see them being shared at all.”

For Emma Hayes , the chance to coach the U.S. women’s soccer team is a dream come true.

It’s the biggest job in the sport, one her father, Sid, pushed her to pursue for more than a decade — and one she finally landed two months after his death.

“I’m doing the job I love,” she said last week. “I get to enjoy these amazing players.”

Yet dreams, as Hayes also knows, can sometimes turn into nightmares. So she’s under no illusion that reviving a national team that has fallen to its lowest point in decades will be easy.

“There’s lots of work to do,” she said after Saturday’s 4-0 win over South Korea in her first game with her new team. “There’s lots of holes in our play.”

With precious little time to repair them. Hayes has less than four weeks to settle on an 18-player roster for next month’s Paris Olympics, where the U.S. will face what looks to be the deepest field in women’s soccer history, one that includes seven of the world’s top 10 teams, including Canada, the defending Olympic champion, and Spain, the reigning world champion.

After winning its fourth World Cup in 2019 , the U.S. stumbled to a bronze medal in the Tokyo Olympics , then exited last summer’s World Cup in the round of 16, its earliest departure from a major international tournament.

Yet it wasn’t just the results that raised eyebrows. In the last Olympics , the U.S. was tactically inept. At the World Cup, the Americans looked overmatched and underwhelmed, failing to score in their last 238 minutes and failing to reach the semifinals for the first time. As a result, the U.S., No. 1 in the world the last eight years, dropped to fourth in the latest FIFA rankings.

“The realities are the world game is where it is and the rest of the world do not fear the USA in the way that they once did,” the London-born Hayes said. “And that’s valid. There are different world champions, there are different Olympic champions. So it’s our job to grasp quite quickly what we need to do to get close again to those levels.”

Since Hayes is a coach and not a miracle worker, that will necessarily take time.

“It’s a process,” she said. “We’ve got to go one step at a time.”

The start of that journey was delayed by Chelsea, the club team Hayes has coached since 2012. It refused to let her out of the last six months of her contract, which kept Hayes in England through the middle of May. So while she tried, through interim coach Twila Kilgore, to manage the team from afar during that time, only now is she getting the chance to implement her strategy and vision in person.

Doing that, she said, starts with building a foundation of trust, which is why she met individually with each of the 27 players she called into her first training camp as coach.

Next comes the long and complex task of introducing her playing style, one that, at Chelsea, was robust in the attack yet emphasized tactical flexibility.

“A lot of what we’ve done in the past six or seven months with her at Chelsea, you don’t get the on-the-field aspect,” captain Lindsey Horan said. “That’s the one big difference that you feel and you see. You finally get your coach out there on the field and the feeling you get, the leadership you get, that’s exciting.”

How long that honeymoon period will last is unknown, of course. The national team has historically included some of the biggest personalities in women’s soccer and that has made it a minefield for coaches. A locker room revolt led to Tom Sermanni’s ouster in 2014 and three years later another group of veterans reportedly went to U.S. Soccer president Sunil Gulati to try to get Jill Ellis fired.

Gulati backed Ellis, who led the U.S. to a second straight world championship in 2019, but that was the last time the Americans climbed to the top of the medal podium at a major tournament. That decline did little to change the power structure around the team, however, so when players complained about difficult training sessions under Ellis’ successor, Vlatko Andonovski made the practices shorter.

The 16 trophies Hayes won at Chelsea plus her annual salary — reportedly $1.6 million, a record for a women’s coach — probably will make her immune to any attempted coups. Plus the team she has been handed is one in transition.

In Paris, the U.S. will play in a major tournament without Megan Rapinoe, Carli Lloyd or Becky Sauerbrunn for the first time in two decades. If Alex Morgan, who has been battling an ankle injury, doesn’t make the team, the U.S. would have no players with more than 150 international caps and no former Olympic gold medalists on its roster for the first time since the 1996 Olympics.

In their place will be a squad led by Horan, a week past her 30th birthday, and twentysomethings Mallory Swanson, Naomi Girma, Catarina Macario and Sophia Smith. In fact, the lineup Hayes started in her debut averaged 25.5 years of age and 45 caps per player, making it the youngest starting 11 in more than two years.

“We’ve got a good combination in the group. There’s more experienced, less experienced players,” Hayes said. “This is, for us, a new beginning.”

But is it the kind of beginning she dreamed about? Or the beginning of something else?

Who is Campbell Harrison?

Campbell Harrison, 26, is an Australian sport climber who punched his ticket to Paris by winning the boulder and lead events at the Oceania Olympics trials in November. This is the second time the sport will be contested at the Olympics.

Harrison has been an advocate for more LGBTQ climbers and queer visibility in general, a theme he focused on in a 2023 essay for Outsports :

“I had so few real, tangible and relatable examples of queer people leading successful lives that I think I internalized some kind of notion of queer inferiority. Had I only known of all the incredible queer people who were out there thriving in all manner of athletic, creative and professional pursuits, then perhaps I would have been able to take ownership of my own identity sooner. Perhaps sharing who I was with the people I cared about wouldn’t have carried with it so much guilt and shame.

“Future generations of young people within the Australian climbing community would have at least one queer person to look up to and show them that life opens its doors to you when you quit shying away from it.”

When Harrison clinched his Olympics spot, he did something that we’ve seen a million times with opposite-sex couples but less so from same-sex partners: He shared a kiss with his boyfriend.

“From what I could see, every other athlete who qualified whose partner was there, kissed their partner on the live stream, so it was very common,” Harrison said.

“But when it’s two men, it catches attention for sure! And that can be a good and powerful thing.

“I’m glad all the feedback that I’ve seen has been positive. But it’s interesting how this one really caught people’s eye — the same-sex couple.”

Since this is only the second time the Olympics will feature sport climbing, it’s hard to look at past history as a guide to how competitors will fare. Harrison is ranked 43rd in the world in boulder and lead, 55th in lead, 63rd in boulder. He is not ranked in speed.

Here are the official rules for sport climbing:

At the Olympics, sport climbing involves three formats : bouldering, speed and lead. In bouldering, athletes climb 4.5 m high walls without ropes, in a limited period of time and in the fewest attempts possible. Speed is a spectacular race against the clock in one-on-one elimination rounds that combine precision and explosivity. The best athletes scale a 15-meter (49 feet) high and 5 degrees inclinated wall in under six seconds for men and under seven seconds for women. In the lead event, athletes climb as high as they can on a wall over 15-meter high in six minutes without having seen the route ahead of time. The routes for this event are more and more complex and challenging during the event, requiring all of the athletes’ physical and mental ability. In Paris 2024, two competitions will crown their own Olympic champion in sport climbing. One will be a combined competition of bouldering and lead events, and the second one will only feature a speed event. Paris 2024

There were no out LGBTQ climbers in Tokyo, so Harrison is already a trailblazer, an honor he takes seriously.

“Competing as a queer athlete, I always hope that I can show other young queer climbers that being gay doesn’t have to be a barrier to participation in sport, but we can also be the best if we set our mind to it,” he said .
