A career goals essay is generally used in three situations:

  • When applying to a school or college
  • When applying for a scholarship to fund education
  • When applying for a new job

It allows the reader to better understand your personality and fully appreciate why you are making the application.

Career goals essays help admissions staff and hiring managers to select the ideal candidates for a position.

What Should a Career Goals Essay Contain?

A little backstory.

This essay is an opportunity for you to allow your personality and experiences to shine, so avoid generic statements.

The document should be personal and concisely describe your life experiences.

You should explain why you have chosen this career path.

If there was a pivotal moment in your life that led you to this application, be sure to highlight it.

Outline Your Goals

The main focus of the essay should be your goals for the future.

Readers want to see that you are ambitious and driven, with a genuine passion for the role or course you are applying for.

These career goals should be split into your short-term goals (looking over the next one to three years) and your long-term goals (which might look as far as 10 years into the future).

Show How This Application Will Help You Reach Your Goals

Critically, your career goals essay must show how this degree or job will help you achieve your goals .

If your long-term goal is to become a veterinary surgeon, studying a veterinary medicine program will obviously be essential.

However, your goal may be more nuanced than that. For example, you might want to become an expert in a particular piece of technology or software. Your application must show how your success in this role will enable you to become an industry leader.

This will also emphasize to the reader that you have done your research and understand the skills required for that particular sector.

You will have likely submitted a CV and covering letter at other points throughout the application process.

Remember, your career goals essay should complement these documents rather than repeat them.

Your introduction should set the theme for the essay, and crucially, outline your why .

Your introduction should be an honest and personable account of why you have chosen this field of study.

Starting with a generic opening paragraph will not inspire or motivate your reader. Stay away from phrases such as “I have wanted to be a lawyer ever since I was a little girl.”

This sentence tells the reader very little about your current aspirations.

It can also damage your integrity, as we all know most small children dream of being a movie star or astronaut before the job of lawyer ever springs to mind.

Example introduction:

Most individuals in the US are lucky enough to never need the law to protect them. However, many fail to see how the intricate details of the constitution support their life every day. I have a particular fascination with criminal law after being introduced to the field by a family friend. The monumental impact a lawyer can have on the life and welfare of an individual truly astounded me, and I have spent the years since investigating the effects of the American legal system. This is why I have tailored my education so far to prepare me for a legal career. I work every day on developing my research and analytical ability, and now feel ready to dedicate myself fully to the legal field.

School-Specific Content

Admissions staff, tutors and hiring managers want to know that their applicants have done their research.

You can show them that you have done yours by adding a small paragraph straight after your introduction showing why you chose this school to study at or this company to work for.

First example of school-specific content:

[Insert company name] has an incredible global reputation, with clients in every continent. I can see that staff retention rates are incredibly high, indicating strong career opportunities and the prospect of continuous development. The company values show that diversity and integrity are of the utmost importance, and I would love the opportunity to work for an organization whose principles align with my own.

Second example of school-specific content:

[Insert school name] is well known for producing the highest caliber of graduates, with an excellent global reputation. The school leaderboards show that the grades from [insert school name] ranked within the top five in the country for the past 10 years. I would be proud to associate myself with an establishment that holds itself in such high regard and am thrilled at the prospect of learning alongside the best.

Your Long-term Vision

Remember, it is crucial you show why and how you are actively working towards these goals. For example, merely stating, 'My long-term goal is to become a lawyer with my own practice’ is worthless.

The reader wants to see how this goal aligns with your personality and why you have chosen this route.

The goals set out in this essay should be precise and meaningful .

Example of long-term vision:

Law is an area of study that affects us all. The law protects us, and I am fascinated by its impact on both an individual and global scale. Of course, I want to graduate with a top-class degree, but I am also passionate about the connections and network I will build along the way. My goal is to open my own practice one day, specializing in family law. At the moment, I volunteer in my local practice, gaining experience and building a network that will help me later in my career. I believe the combination of world-class education and hands-on legal experience will help me to achieve this ambitious long-term goal.

Your Short-term Vision

Next, it is crucial to discuss your short-term goals .

If you're applying to school, your short-term goals will explain what you aim to achieve throughout the degree or program.

For a job application, these goals will outline your targets for your first year in the role.

Example of short-term vision:

In the short term, my goal is to build a network in the legal sector. I have already begun doing this through my weekly volunteering role. However, this degree will undoubtedly allow me to meet a much broader spectrum of people. I am excited to curate this network with a range of legal specialists, from students at the start of their careers to tutors with many years of experience in the industry.

The Conclusion

As with any essay, your conclusion should summarize what you have discussed throughout.

You should not throw in any new ideas, subjects or theories at this point. Otherwise, it indicates to the reader that you have not cohesively written the essay.

Your conclusion should be about the same length as the introduction, mentioning your final goals and the name of the establishment you are applying to.

You must outline again why you want to work for this company or study at this school. Using a statistic or fact will show that you have conducted thorough research.

Example conclusion:

I am immensely excited to begin my experience with [insert school name]. Ultimately, this education will allow me to fulfill my dreams of becoming a lawyer and one day opening my own practice. I will bring hard work, determination and enthusiasm to the law school, never forgetting why I began this journey.

Vague or Weak Statements

Every sentence in your essay should be specific to you.

For example, statements such as ‘I want to study medicine because it will allow me to get a good job’ does not show the reader that you are passionate or enthusiastic about this position.

Discussing Financial Remuneration

Whether the essay is aimed at a prospective employer or a college admissions office, they want to see why you want the position personally.

Someone solely focused on the financial rewards will likely not have longevity in the career.

Controversial Topics

Of course, there will be times where politics and current affairs are relevant to the discussion.

However, showing a one-sided argument that doesn’t align with the readers can alienate your application before you even begin.

A career goals essay is an opportunity for your personality to shine through. It isn’t a test of who has the best grades or the most experience , but a chance to show how this job or degree can change your life.

Although the reader is excited to hear about your goals, they are more interested in how this role links to your ambitions.

Be sure to constantly reflect upon how obtaining a place on this course, or securing the job role, is intrinsically linked to your goals.

A word limit is often applied to career goal essays. Where there is no limit, be sure to write no more than 1,000 words.

I intend to put the new skills and knowledge I will have acquired from my education in the UK into good use in Kenya. Therefore, as soon as I return to the country, my immediate short-term career goal will be to use my new qualifications to search for a job commensurate with my master’s degree course. My medium-term career goal is to establish a consultancy company where I will provide expert advice on everything business, finance, accounting, and economics. This is my ultimate long-term career goal. By this point, I will be in a much better position to use all the information I have accrued from my education and work experience to provide the requisite expert advice that the government and government bodies need.

These plans coalesce with everything the UK currently engages in Kenya. The UK has quite a healthy economic relationship with Kenya, even in the face of Brexit. It continues to export goods from Kenya and make significant investments in the country. For instance, in May 2019, the UK government committed to funding various high-impact projects across the nation, investments that are worth KSh14.5 billion (approximately £113,655,360). This came after a proposal to establish a UK- Kenya Economic Development Forum, which shall meet biannually.

According to a 2017 report by Alliance for a Green Revolution in Africa, over 70% of Kenya’s poor and hunger-stricken people live in rural areas and depend on agriculture for their livelihoods. Growth in the agricultural sector has been estimated to be over ten times more effective in reducing poverty compared to growth in other sectors in developing countries. According to the Food and Agriculture Organization of the United Nations, the sector employs over 40% of Kenya’s population. This could increase if more efforts are directed there, which is why I seek to build on my experience with poor rural communities to pursue a career in International Development. This will impart me with knowledge and skills to influence policies on poverty reduction through small-scale agriculture, rural development, and research.

In the short term, I see myself starting a community-based organization in Murang’a County that will transform agriculture into a viable business for rural small-scale farmers. I will achieve this by seeking partnerships with the county government and relevant social enterprises such as Juhudi Kilimo to increase smallholder farms’ productivity, enhance marketing systems and offer business, safety standards, and technical skills training. These initiatives will turn small-scale farms into businesses, link them to regional and global food chains and create job opportunities.

I plan to serve in the next Murang’a County Government as a County Executive Committee Member in charge of Agriculture and Cooperatives. In this role, I will work with the County Assembly to improve the reliability of water supply for irrigation for small-scale farmers, build more wholesale market sheds, employ more extension officers, identify and invest in first-mover crops and improve feeder roads to support agriculture.

In the long-term, with experience and skills gained in the local government, I plan to serve as a Member of Parliament in the National Assembly, chairing the Agriculture, Trade and Cooperatives Committee. In this role, I will build on my success with the County Government to work closely with the Executive arm of government to spearhead legislation to transform Kenya’s Agricultural sector to ensure food security and create more jobs. I will lead negotiations with United Kingdom Multinationals such as Marks & Spencer to increase their fair-trade products in Kenya and rope in more tea and coffee factories in their supply chain. In addition, I will advocate for Diageo to replace imported grains with local crops such as sorghum and cassava for their beers. This will promote trade between Kenya and the United Kingdom, deepen our relations and create jobs in the country. By following this career progression, it will be possible to make necessary adjustments based on my experience and the prevailing circumstances.

Where did Travis Scott go to college? Rapper's essay on GOOD Music goes viral online

A merican rapper, singer, songwriter, and record producer Travis Scott recently began trending on social media after his 2009 college essay surfaced online. The now-viral essay was about Kanye West's record label, G.O.O.D Music, and the hip-hop artists associated with it, including Kid Cudi, Big Sean, and Ye himself.

"Good music is known all around the world. Rappers such as Big Sean and Kid Cudi are well-known rappers that had similar lifestyles but different messages. What they have in common carried them to an opportunity to get sign to a multi-million dollar music label called G.O.O.D MUSIC," Travis Scott wrote.

Travis Scott attended the University of Texas at San Antonio but dropped out during his sophomore year to pursue a career in music by moving to New York. He wrote this four-page essay in December 2009, seemingly to his English teacher. The essay carried his real name, Jacques Webster, alongside that of a fellow student named Martha Smith.

Travis Scott's 2009 college essay was recently leaked on social media, which has garnered enough traction. It narrates the story of Kid Cudi and Big Sean's different upbringings and how their mutual love for music got them together.

He talked about how the rappers established a career in the hip-hop industry with the help of Kanye West and his record label, G.O.O.D Music, which was founded in 2004. In the very first paragraph of his essay, Travis Scott wrote:

"Both of these rappers had enough courage to step to the famous Kanye West and rap there heart which lead them to instant success. Even though these two moguls are sign to the same label and are part of the same music family there styles and there background are different but they were brought together by a beautiful sound we call music."

Travis Scott then sketched the background of Kid Cudi as a half-Mexican and half-African American kid who grew up in Cleveland, Ohio, in a middle-class family. He narrated how Kid Cudi's father's death had a "significant effect on his personality and subsequently his music."

"Cudi turn his music in to a way of venting," Scott added.

The Utopia rapper continued by writing about how Kid Cudi began rapping as a high school senior, was influenced by alternative hip-hop groups including The Pharcyde and A Tribe Called Quest, and later dropped out of college to pursue music.

Scott then moved on to Big Sean. He explained that the latter was raised by a single mother in Detroit, Michigan, and Big Sean's grandparents "instilled in him hard work and determination" that helped him gain success eventually.

La Flame added that Big Sean began rapping as a high school junior with his friends Charles and Anthony until he was taken onboard by a local radio station, 102.7 FM.

"He would show his rhyming skills on a weekly basis as part of a rap battle contest the station held on a regular basis. Sean was always inspired to be a rapper he never knew how to go out and find a way to get out and go after his dream," Scott wrote.

Travis followed up by writing about Kid Cudi and Big Sean's first meeting with Kanye West. He mentioned how the former met Ye at a Brooklyn clothing store where he worked and asked West for an opportunity.

The Rodeo rapper talked about Kid Cudi's breakthrough following the release of his debut mixtape, A Kid Named Cudi, and how his 2009 single, Day ‘n' Nite, charted him at the top of the Billboard Hot 100 and Hot R&B/Hip-Hop Songs lists.

Likewise, Travis Scott mentioned how Big Sean met Kanye at the 102.7 FM radio station and "left him impressed" with his rhyming skills, demo tape, and freestyling. However, it was after another two years that Sean was signed by Ye on his G.O.O.D Music label.

The Cactus Jack label founder wrapped up his college essay by stating how people create their own opportunities in life rather than waiting for them, just like Kid Cudi and Big Sean did by directly approaching West with their music and eventually getting signed and recognized by him.

"Success is not something that is giving out you must go out and take what you want. Kid Cudi and Big Sean are two complete opposite people but they are both brought together by music," Scott wrote in the last paragraph.

In his conclusion, the now-33-year-old claimed that the message people should take from the two rappers was that dreaming was not enough; one should pursue their dreams until they become realities, despite all the "obstacles" that they might encounter.

Why I quit Goldman Sachs

I became a VP in six years. Then the 'boys only' culture drove me out.

Goldman Sachs has a problem.

Only 29% of the 2022 partner class was women — just slightly more than the previous two classes — and a flood of women leaders have recently taken their talents elsewhere . Dina Powell McCormick, head of sovereign business and sustainability efforts, left last year. Beth Hammack, a longtime partner, exited after she was passed over for the CFO role. Stephanie Cohen , once a likely CEO successor, left in March after 25 years. The Wall Street Journal recently reported that two-thirds of female partners had left or lost the title since 2018. The same was true for only 50% of male partners.

Two years ago, I joined the ranks of the women leaving Goldman. My career propelled me from an intern to a vice president in just six years, but it wasn't a walk in the park. I didn't feel like my innately feminine, sensitive self could cut it at Goldman, so I stashed her aside and stepped into an alternate persona. Under my desk, I would keep a pair of black pumps that I called my "Hollywood heels." When I put them on every morning, I channeled a thick-skinned character who thrived in a man's world.

It worked, but it was draining. Eventually, I decided I'd had enough; I left to write novels and build my own coaching and consulting business. It's been liberating to work in my authentic style, and it's made me realize how much of myself I was keeping small while at Goldman.

The lack of female leadership in the financial industry is nothing new, but many companies have been making strides. Citi has a female CEO and surpassed its 2022 goal to increase the number of women in leadership positions. Morgan Stanley has steadily increased its share of women in senior management. And two women are likely candidates to succeed JPMorgan Chase CEO Jamie Dimon. But at Goldman, the problem has only gotten worse.

In 2023, Goldman paid $215 million to settle a lawsuit filed in 2010 that alleged it had discriminated against thousands of female employees. Earlier this year, CEO David Solomon told the Journal: "Advancing women into our most senior ranks is an area where we have not accomplished our goals." But as I watch senior women continue their exodus from Goldman, I'm not sure the company actually wants to change.

Bringing women in the door isn't Goldman's problem — in its most recent hiring report, 50% of its entry-level analysts were women. The problem is that it can't keep women, especially those in leadership roles, around.

In my first role, I was the only woman on a team of 20 investors. Without role models to reflect different ways to be a leader, I felt like I had to mimic the masculine way to succeed. I wore a pantsuit and muted my personality; I played golf, talked football, and cried in the bathroom stall so I wouldn't be seen shedding tears at my desk. My out-of-the-box ideas were discouraged. I was told to stick to the Excel templates and precisely formatted PowerPoint decks, and to stop using exclamation points in my emails. My schedule was whatever the male leadership pushed: 7 a.m. to 10 p.m. during the week and long hours most weekends.

Many financial firms have a rigid culture, but Goldman's takes it to the next level — and women tend to bear the brunt.

When I took my first week of vacation after being at Goldman for over a year, my manager lectured me for not replying to emails or updating financial models during my personal time off. I told him that I had been hiking off the grid with my mom and hadn't had much cell service. "Next time, choose a vacation spot with better reception," he told me. Jaw clenched, I agreed.

Many financial firms have a rigid culture, but Goldman's takes it to the next level — and women tend to bear the brunt. Take the firm's strict return-to-office policy as an example. While many companies have modernized to embrace hybrid and remote work , Goldman has not. This disproportionately hurts women, as research has found women are more likely to thrive and stay at companies longer when they have hybrid and flexible working environments. In a 2023 survey by International Workplace Group, 72% of women polled said they would look for a new job if their company took away their option for hybrid work. And a recent McKinsey survey found that two of the top priorities for the women in the poll when picking a job were the ability to work remotely and control when they work.

Rather than changing its "be in the office every day and grind it out" culture to better suit women, Goldman puts the onus on us to change ourselves to fit the model.

Jacki Zehner, a former Goldman partner turned CEO of the women's networking platform ShePlace, recently wrote about the company on LinkedIn. The biggest reason women leave, she said, is "not feeling valued."

This resonated with me. Feeling — and being — undervalued means women miss out on promotions. McKinsey calls this the "broken rung": For every 100 men promoted from an entry level role to manager in 2023, only 87 women were promoted, according to their survey of 27,000 workers in the US and Canada. This disparity out of the gate creates a leadership-pipeline problem down the road.

While leadership styles vary from person to person, research suggests that women and men tend to lead differently. In her book, "When Women Lead," the CNBC reporter Julia Boorstin says women are more likely to lead with empathy, vulnerability, gratitude, communal leadership, and a greater sense of purpose. Boorstin's reporting found that women were more likely than men to invest in mentorship and have more diverse teams. The differences translate to financial results: In a recent study, McKinsey found that companies with at least 30% female leaders tended to outperform financially.

Goldman says it understands the importance of female leadership. "When women lead, everything changes," its corporate site says. The company offers a women's network, encourages male allyship, and talks a big game about diversity. But Goldman leadership seems to want the benefits of gender diversity without the hard work of supporting diverse leadership styles. For all the talk, I never noticed it trickle down to how it actually felt to work there. My female coworkers and I talked about it frequently — Goldman was squandering our talents by making us conform to the small box of how finance was supposed to be done. It felt like they were glad to have recruited such bright, multidimensional women but had no interest in empowering our gifts.

When we contemplated what it would take to rise into the senior ranks, we knew we would be compromising too much.

As I moved up at Goldman, I tried to incorporate more of my true self at work, whether that meant letting out my bubbly laugh or writing a "Goldman Sachs joy newsletter" to boost morale. Many colleagues appreciated my style, especially when I worked for a year in the London office. But in New York, I met resistance. When colleagues found my poetry on Instagram, they made negative comments to me about how emotional the poems were. When I brought in cookies for my team, I was told I should have been building financial models instead of baking.

These are small examples, but that's where bias often lives — in the million little ways women are told to tweak themselves to be more like men. The implication is that our way is lesser. I became a VP at 28, but I was burned out — not from the work itself but from the parts of me I had to dim along the way. The internal balancing act pushed me out.

Nearly two dozen of my women friends at the VP and managing-director levels have also left Goldman to join companies — or start companies — where they have more freedom, whether that means hybrid work, greater autonomy, or the ability to be promoted based on the quality of their work, rather than who they knew.

Goldman was a great place for us to start our careers, but when we contemplated what it would take to rise into the senior ranks, we knew we would be compromising too much.

From what I've seen, the C-suite men who reinforce Goldman's culture generally have good intentions. They assume that because their way worked for them, everyone else should follow suit. But when a woman doesn't fit the typical pattern or mold for CEO or partner, she's passed over.

As more women leave Goldman, the business itself suffers. Data shows that companies in the top 10% financially have more women in leadership positions. These companies excel because their women leaders act differently. Sometimes they see things that others miss. Just look at the 2008 financial crash .

If Goldman can manage to grow its ranks of women leaders, more women will follow. Deloitte found that for each woman added to a financial firm's C-suite, there's a positive, quantifiable impact on the number of senior women in levels just below the C-suite. We all need role models to show us what's possible. Women like Asahi Pompey and Yassaman Salas, Goldman partners whose commitment to being themselves radiates like a superpower, and Rebecca Anderton-Davies , a managing director who also shines as an author and yogi, show me there's hope.

Since I left two years ago, Goldman has been good to me. They bought copies of my book and hosted me to speak with interns. But when one intern asked how I "brought my full self to work" — one of Goldman's favorite slogans — I sidestepped the question. The truth was, I didn't bring my full self. Most of the time, I kept my feminine side tucked away, and I was rewarded for it.

Since leaving, I've been able to let my full self shine. I delivered a TEDx talk comparing Wall Street dealmaking to modern dating — something I would not have had the autonomy to do if I were still at Goldman. And rather than matching my schedule to Goldman's rigid model, I'm able to honor the natural ebbs and flows of my productivity. My feminine side is no longer a liability; it's an asset. I lead creativity and breathwork workshops, write women-centered novels, and mentor clients to help them build their dream careers.

I'm grateful to Goldman for launching my career, but it has a lot of room for improvement. And until it turns things around, don't be surprised when talented women keep walking out. We know there are other places we can go.

Zhilei Zhang could tip the scales at a monstrous 300lbs when he takes on Deontay Wilder this weekend, vowing to physically dominate ‘The Bronze Bomber’ the same way Tyson Fury once did.

The Chinese heavyweight takes on Wilder as part of the Matchroom vs Queensberry ‘5 vs 5’ card in Saudi Arabia this weekend with old foes Eddie Hearn and Frank Warren naming their best fighters from their respective stables to do battle.

Zhang, having previously worked with Warren for his recent victories over Joe Joyce , will be representing Queensberry with Wilder ending his long-running feud to link up with Hearn – named team captain of the Matchroom side.

While the unique team format is taking centre stage, Zhang has his own world title aspirations on the line with the opportunity to effectively end Wilder’s career awaiting on Saturday night.

The former WBC champion was dismantled by Joseph Parker six months ago – a defeat that shelved the possibility of a long-awaited showdown between Wilder and Anthony Joshua . Zhang also lost to the New Zealander last time out but after a terrific 2023, he remains firmly in the world title conversation.

At a towering 6ft 6inch, Zhang is already one of the most imposing figures in boxing’s blue-riband division. But he plans to take a page out of Fury’s book as part of his plan to bully Wilder on the night.

‘The Gypsy King’ packed on muscle to find the concussive knockout power that destroyed Wilder in their second fight in February 2020. Fury didn’t stop there, coming in at career-heaviest for their trilogy fight 18 months later.

’From watching Tyson Fury’s fights against Wilder I believe Fury had some wonderful success when he put on a lot of weight. He was punching a lot harder and he was also able to absorb Wilder’s power.

‘Right now I weigh about 295lbs,’ Zhang added when he spoke to us 10 days ago. ‘I think it is my personal record. Wilder is very dangerous, I have to give him a lot of respect. But taking this approach will definitely change the dynamic of the fight.’

Wilder reigned as undefeated world champion for five years until Fury’s demolition job on him. Since coming up short in their trilogy fight in 2021, the American has boxed just twice, securing a first round knockout win over Robert Helenius before being humbled by Parker last December.

That night, Wilder failed to summon that famous destructive power that once made him the most feared man in heavyweight boxing, outfought and outclassed to the point where his future in the sport came into real doubt.

At 38, questions have been asked of what Wilder can still accomplish but the ferocious power that has stopped 41 men previously remains a huge threat.

‘I don’t know how much he has changed over the years,’ Zhang said. ‘But one thing that certainly hasn’t changed and will probably never change is the horrific right hand that can finish anyone. So when I go in that ring, I am doing it with extra caution.’

Zhang of course possesses explosive power of his own. Last year, he become the first man to stop Joe Joyce, then regarded as having perhaps the most impregnable chin in boxing, before repeating the trick in even more ferocious fashion six months later .

‘For Wilder or anyone else, as long as my punch connects, they are going to sleep,’ Zhang added solemnly.

While having represented his country at the London 2012 Olympics, representing a team in the world of professional boxing is new territory for everyone involved on Saturday night. While he can’t be regarded as a stalwart of Warren’s stable of fighters, Zhang is proud to be on side.

‘For me, boxing has always been an individual sport. But this time we fight as a team. Win or lose, we are a team. So this concept has certainly given me extra power to fight for the glory.’

Progressing his own career remains the sole focus, however, and at 41, there is little time to waste. Oleksandr Usyk’s victory over Fury means there is an undisputed heavyweight king for the first time in 25 years.

But if, and more likely, when, the belts begin to be divided again, Zhang has vowed to put himself front of the queue by leaving Wilder on the canvas.

‘M goal has never changed – to fight for that world title belt,’ he said. ‘I want the belt. I am not sure which belt will be available next or what the circumstances will be but my goal has never changed and we will be wating for our chance.’

Early Careers Essay Competition winners announced

The two winners of ITS UK’s Early Careers Essay Competition have been announced, with Alison Gibson of Clearview Intelligence winning the Best Early Careers Professional Essay and Anesu Jahura of the University of Cape Town winning the Best Student/Apprentice Essay.

The Early Careers Essay Competition is the industry’s annual celebration of those starting out in the sector. Each year, early career professionals, students and apprentices are invited to submit a 1,500 word essay on a subject related to transport technology and intelligent mobility. This year, more than 20 essays were received, focusing on one of three topics around safety, data or integration.

The two winning essays, by Alison and Anesu, covered the respective topics of “Safety Assured – What role will technology play in delivering a safe transport network?” and “The Data Revolution – How will the better use of data transform transport and logistics?”.

Both essays will be shared across the industry by Media Partner Intelligent Transport and ITS UK. Alison and Anesu will also receive a £500 cash prize, provided by ISR Recruitment, and will have the opportunity for a one-to-one mentoring session with either Glynn Barton, Chief Operating Officer at Transport for London, or Jo White, Roads Development Director at National Highways.

Jamie Raskin: How to Force Justices Alito and Thomas to Recuse Themselves in the Jan. 6 Cases

Many people have gloomily accepted the conventional wisdom that because there is no binding Supreme Court ethics code, there is no way to force Associate Justices Samuel Alito and Clarence Thomas to recuse themselves from the Jan. 6 cases that are before the court.

Justices Alito and Thomas are probably making the same assumption.

But all of them are wrong.

It seems unfathomable that the two justices could get away with deciding for themselves whether they can be impartial in ruling on cases affecting Donald Trump’s liability for crimes he is accused of committing on Jan. 6. Justice Thomas’s wife, Ginni Thomas, was deeply involved in the Jan. 6 “stop the steal” movement. Above the Virginia home of Justice Alito and his wife, Martha-Ann Alito, flew an upside-down American flag — a strong political statement among the people who stormed the Capitol. Above the Alitos’ beach home in New Jersey flew another flag that has been adopted by groups opposed to President Biden.

Justices Alito and Thomas face a groundswell of appeals beseeching them not to participate in Trump v. United States , the case that will decide whether Mr. Trump enjoys absolute immunity from criminal prosecution, and Fischer v. United States , which will decide whether Jan. 6 insurrectionists — and Mr. Trump — can be charged under a statute that criminalizes “corruptly” obstructing an official proceeding. (Justice Alito said on Wednesday that he would not recuse himself from Jan. 6-related cases.)

Everyone assumes that nothing can be done about the recusal situation because the highest court in the land has the lowest ethical standards — no binding ethics code or process outside of personal reflection. Each justice decides for him- or herself whether he or she can be impartial.

Of course, Justices Alito and Thomas could choose to recuse themselves — wouldn’t that be nice? But begging them to do the right thing misses a far more effective course of action.

The U.S. Department of Justice — including the U.S. attorney for the District of Columbia, an appointed U.S. special counsel and the solicitor general, all of whom were involved in different ways in the criminal prosecutions underlying these cases and are opposing Mr. Trump’s constitutional and statutory claims — can petition the other seven justices to require Justices Alito and Thomas to recuse themselves not as a matter of grace but as a matter of law.

The Justice Department and Attorney General Merrick Garland can invoke two powerful textual authorities for this motion: the Constitution of the United States, specifically the due process clause, and the federal statute mandating judicial disqualification for questionable impartiality, 28 U.S.C. Section 455. The Constitution has come into play in several recent Supreme Court decisions striking down rulings by stubborn judges in lower courts whose political impartiality has been reasonably questioned but who threw caution to the wind to hear a case anyway. This statute requires potentially biased judges throughout the federal system to recuse themselves at the start of the process to avoid judicial unfairness and embarrassing controversies and reversals.

The constitutional and statutory standards apply to Supreme Court justices. The Constitution, and the federal laws under it, is the “ supreme law of the land ,” and the recusal statute explicitly treats Supreme Court justices like other judges: “Any justice, judge or magistrate judge of the United States shall disqualify himself in any proceeding in which his impartiality might reasonably be questioned.” The only justices in the federal judiciary are the ones on the Supreme Court.

This recusal statute, if triggered, is not a friendly suggestion. It is Congress’s command, binding on the justices, just as the due process clause is. The Supreme Court cannot disregard this law just because it directly affects one or two of its justices. Ignoring it would trespass on the constitutional separation of powers because the justices would essentially be saying that they have the power to override a congressional command.

When the arguments are properly before the court, Chief Justice John Roberts and Associate Justices Amy Coney Barrett, Neil Gorsuch, Ketanji Brown Jackson, Elena Kagan, Brett Kavanaugh and Sonia Sotomayor will have both a constitutional obligation and a statutory obligation to enforce recusal standards.

Indeed, there is even a compelling argument based on case law that Chief Justice Roberts and the other, unaffected justices should raise the matter of recusal on their own (or sua sponte). Numerous circuit courts have agreed with the Eighth Circuit that this is the right course of action when members of an appellate court are aware of “ overt acts ” of a judge reflecting personal bias. Cases like this stand for the idea that appellate jurists who see something should say something instead of placing all the burden on parties in a case who would have to risk angering a judge by bringing up the awkward matter of potential bias and favoritism on the bench.

But even if no member of the court raises the issue of recusal, the urgent need to deal with it persists. Once it is raised, the court would almost surely have to find that the due process clause and Section 455 compel Justices Alito and Thomas to recuse themselves. To arrive at that substantive conclusion, the justices need only read their court’s own recusal decisions.

In one key 5-to-3 Supreme Court case from 2016, Williams v. Pennsylvania, Justice Anthony Kennedy explained why judicial bias is a defect of constitutional magnitude and offered specific objective standards for identifying it. Significantly, Justices Alito and Thomas dissented from the majority’s ruling.

The case concerned the bias of the chief justice of Pennsylvania, who had been involved as a prosecutor on the state’s side in an appellate death penalty case that was before him. Justice Kennedy found that the judge’s refusal to recuse himself when asked to do so violated due process. Justice Kennedy’s authoritative opinion on recusal illuminates three critical aspects of the current controversy.

First, Justice Kennedy found that the standard for recusal must be objective because it is impossible to rely on the affected judge’s introspection and subjective interpretations. The court’s objective standard requires recusal when the likelihood of bias on the part of the judge “is too high to be constitutionally tolerable,” citing an earlier case. “This objective risk of bias,” according to Justice Kennedy, “is reflected in the due process maxim that ‘no man can be a judge in his own case.’” A judge or justice can be convinced of his or her own impartiality but also completely missing what other people are seeing.

Second, the Williams majority endorsed the American Bar Association’s Model Code of Judicial Conduct as an appropriate articulation of the Madisonian standard that “no man can be a judge in his own cause.” Model Code Rule 2.11 on judicial disqualification says that a judge “shall disqualify himself or herself in any proceeding in which the judge’s impartiality might reasonably be questioned.” This includes, illustratively, cases in which the judge “has a personal bias or prejudice concerning a party,” a married judge knows that “the judge’s spouse” is “a person who has more than a de minimis interest that could be substantially affected by the proceeding” or the judge “has made a public statement, other than in a court proceeding, judicial decision or opinion, that commits or appears to commit the judge to reach a particular result.” These model code illustrations ring a lot of bells at this moment.

Third and most important, Justice Kennedy found for the court that the failure of an objectively biased judge to recuse him- or herself is not “harmless error” just because the biased judge’s vote is not apparently determinative in the vote of a panel of judges. A biased judge contaminates the proceeding not just by the casting and tabulation of his or her own vote but by participating in the body’s collective deliberations and affecting, even subtly, other judges’ perceptions of the case.

Justice Kennedy was emphatic on this point : “It does not matter whether the disqualified judge’s vote was necessary to the disposition of the case. The fact that the interested judge’s vote was not dispositive may mean only that the judge was successful in persuading most members of the court to accept his or her position — an outcome that does not lessen the unfairness to the affected party.”

Courts generally have found that any reasonable doubts about a judge’s partiality must be resolved in favor of recusal. A judge “shall disqualify himself in any proceeding in which his impartiality might reasonably be questioned.” While recognizing that the “challenged judge enjoys a margin of discretion,” the courts have repeatedly held that “doubts ordinarily ought to be resolved in favor of recusal.” After all, the reputation of the whole tribunal and public confidence in the judiciary are both on the line.

Judge David Tatel of the D.C. Circuit emphasized this fundamental principle in 2019 when his court issued a writ of mandamus to force recusal of a military judge who blithely ignored at least the appearance of a glaring conflict of interest. He stated : “Impartial adjudicators are the cornerstone of any system of justice worthy of the label. And because ‘deference to the judgments and rulings of courts depends upon public confidence in the integrity and independence of judges,’ jurists must avoid even the appearance of partiality.” He reminded us that to perform its high function in the best way, as Justice Felix Frankfurter stated, “justice must satisfy the appearance of justice.”

The Supreme Court has been especially disposed to favor recusal when partisan politics appear to be a prejudicial factor even when the judge’s impartiality has not been questioned. In Caperton v. A.T. Massey Coal Co. , from 2009, the court held that a state supreme court justice was constitutionally disqualified from a case in which the president of a corporation appearing before him had helped to get him elected by spending $3 million promoting his campaign. The court, through Justice Kennedy, asked whether, quoting a 1975 decision, “under a realistic appraisal of psychological tendencies and human weakness,” the judge’s obvious political alignment with a party in a case “poses such a risk of actual bias or prejudgment that the practice must be forbidden if the guarantee of due process is to be adequately implemented.”

The federal statute on disqualification, Section 455(b) , also makes recusal analysis directly applicable to bias imputed to a spouse’s interest in the case. Ms. Thomas and Mrs. Alito (who, according to Justice Alito, is the one who put up the inverted flag outside their home) meet this standard. A judge must recuse him- or herself when a spouse “is known by the judge to have an interest in a case that could be substantially affected by the outcome of the proceeding.”

At his Senate confirmation hearing, Chief Justice Roberts assured America that “Judges are like umpires.”

But professional baseball would never allow an umpire to continue to officiate the World Series after learning that the pennant of one of the two teams competing was flying in the front yard of the umpire’s home. Nor would an umpire be allowed to call balls and strikes in a World Series game after the umpire’s wife tried to get the official score of a prior game in the series overthrown and canceled out to benefit the losing team. If judges are like umpires, then they should be treated like umpires, not team owners, team fans or players.

Justice Barrett has said she wants to convince people “that this court is not comprised of a bunch of partisan hacks.” Justice Alito himself declared the importance of judicial objectivity in his opinion for the majority in the Dobbs v. Jackson Women’s Health Organization decision overruling Roe v. Wade — a bit of self-praise that now rings especially hollow.

But the Constitution and Congress’s recusal statute provide the objective framework of analysis and remedy for cases of judicial bias that are apparent to the world, even if they may be invisible to the judges involved. This is not really optional for the justices.
